Trackrod Ends/tie Rods For 2010 Avensis Diesel Saloon

Is it possible to buy trackrod ends/tie rods for a 2010 Avensis independently. I was told by my local garage who were toyoto dealers until 2012 that I need to buy the full steering rack/collumn which will cost €800 + vat and labour, approx €1,200 total. It seems unusual that track rod ends cant be bought independently of other suspension parts. I was told it was just a design fault by garage but they put in a goodwill request with Toyota Ireland and they are prepared to meet 50% of the cost of the part as car has only covered 36,000 miles.
