Immobilizer Problem

Hi, i have aquired a Rav4 2.0 auto reg 140296 N reg but i think made in 1995.it has been standing for some time.and starts for 6 seconds and then cuts out.It is a OBD 1 model with the diagnostics point under the bonnet.On bridging the terminals TE1 and E1 i get a flash code of 99 which i understand is an immobilizer problem. i only have one key for this vehicle and do not know if it is the master key or not, a main dealer states that it is an immobilizer key .i have had the ecu unit and the separate toyota ecu immobilizer sent away to be checked who say they are both ok and the key will just need to be programed.i have no remote for this vehicle and a main dealer states that accordling to the chassis no the vehicle alough has central locking it never had a remote control,there lies my problem.

(1) I have the instruction to program the key using a remote but not without one.

(2) I notice the alarm has been removed from this vehicle with just the black alarm sciren remiaining on the bulkhead,would this affect the immobilizer ?

(3) The car only starts for 6 seconds with the small toyota immobilizer taken off the vehicle and not with it on .

I would be interested if anybody can give any answers on the above.
