Fuel Leak

I have a fuel leak on my Rav4. Under the inspection plate behind the drivers seat there is a round unit which fits into the tank (fuel gauge sender??). There is a metal pipe coming from this. Onto that I have a short piece of rubber pipe (4cm) which joins up with another piece of rubber pipe. This second piece disappears inder the floor but I can feel that it joins with a metal pipe. Somewhere in this area there is a leak but I'm not sure which joint it is. The pipe coming from the tank unit is very rusty and I fear that any attempt to remove the rubber pipe will cause it to break off. Also, there's no way I can get to the joint under the floor.

Can anyone tell me what this pipe is exactly. I suspect it's a fuel return from the engine but can't verify that.
