The sensor or switch under the seat could be faulty, they are very sensitive too, If I put my hand on it when driving only slightly it thinks someone is sitting in the seat, I can imagine this is annoying when driving but you could plug the belt in to shut it up. Only thing I can suggest finding out where the switch is in the seat, take it out and test it and try to get a new one

I'm sure you'll have thought of this but a bag or something on the seat can be enough to trigger the seat sensor. The only seat sensor I've had any dealings with was an X-Type Jaguar. It was a full-size blanket under the seat foam which looked a bit like bubble wrap. I assume the different air pressure in the bubbles set off the sensor. Checking the connections under the seat is probably the best you can do. BTW you can disable the seatbelt warning beep easily on that model, you still get the flashing light but not the beep. There's a how-to on this forum somewhere. Bear in mind you'd be disabling a safety feature so you'll need to manually remember to fasten the seatbelt, or rely on only the big bright flashing light in the middle of the dash.

For your replacement drivers seat there's lots of Avensis breaking on eBay. Try searching for Avensis breaking, or Avensis wheel nut etc, as some breakers list a small low cost item but mention in the advert that they've got the whole car and you've to email them. Beware if you change seats they might need coded, but wait on others with more info to confirm or deny.
