Fuel?

When you turn the key the first time then switch off, do you hear the fuel pump run?

When the car starts, does the the engine start clean or needs some throttle? Normal the engine should start without touching the throttle.

Does the engine sound like it is missing initially?

Check all vacuum pipes, and the inlet pipe between the air filter and throttle body.

Do you mean that the starter motor does not respond to the turn of the key? If so then the problem will be a faulty ignition switch.
