If it's a T25 there's shoes inside small drums built into the rear discs. They adjust like old school shoes ie turn the adjuster.

If it's a T3s then it's a T25 shape, I'd adjust the shoes first. IIRC you can do it through the hole of a removed wheel nut, no need to take wheel off.

No but it'll take up slack at the drums. If the shoes are properly adjusted and the handbrake is still rubbish then look at the cable.
