Estima T 3.0 V6 G Cruise Control Help Needed

Hello fellow Estima owners

I have just purchased a 2000 Estima T 3.0 G import (Japan to UK) I noticed that there seams to be what I think is the radar/laser box behind the off side front bumper, but the car had no cruise control stalk fitted. So today I fitted a second hand steering wheel stalk and plugged it in to the clock spring, replaced the airbag and fired up the car............ nothing, no cruise light displayed and none of the functions working. So I have a few questions please?

1/ Where is the fuse for the CC located? (so I can rule out it has power)

2/ Will I have to get Toyota to program the ecu for this to work? or can it be done another way? ( I.E. using obd2 to usb interface and software for a laptop?)

3/ Does the CC with laser need a different stalk? the one I fitted only has 2 wires and the ground for the airbag

Just to add, the brake switch, CC ecu and CC actuator are present and plugged in (already fitted when I purchased the car).
