How to deal with dull white body work

On my drive at the moment is my new 1998 Toyota Corolla. The body work needs some attention, as it has some spots of rust from where the paints been scratched on the door edges and wing.

The problem though is when you stand back from the car, it looks dull. The paint has effectively got matte. It's not pealing, it's just badly faded.

What I want to know is would it be an idea to spray the car in a lacquer? Or would polishing/waxing the car build up the shine and protect the bodywork over a long period of time? The car is going to be washed regularly in my ownership, but I'd like to know whats the best way to tackle this paint.
