2001 Celica 190 BHP Lift problems

Hi, I've recently been having problems with the VVT on my 2001  2ZZ-GE  190 Celica.

Firstly the problem, The car sounds and drives fine but when you hit the 6000 rev mark there is what i would describe as a hesitation and then it will carry on revving up to 9000 rpm but there is def  no lift in power and my local garage agrees with me. The car is just very flat.

This is what I have tried so far,  Changed the lift bolts, (one was broken)

                                                       Oil and filter changed

                                                       new rocker cover gasket to fix small oil leak

                                                       plugged it into tech 2 but no codes found

                                                       Checked and cleaned the control valve and also checked that there is voltage going to this (2.4v steady vault to the control valve)

 

Any suggestions on what else i could try would be most helpful as im at a loss what to look at next

Lift bolts ?????

Toyota call them "flange bolts", Paul.
