Help! - What is this - and where is it supposed to go?

Checking the state of my spare tire.

Removed all the hard plastic covers and came across this:

 

 

It isn't connected to anything - so my question is - what is it for, and what should it be connected to?

Please provide a little detail in your answer - as I have never come across something like this near a Battery - and will need directions of how to set things right - if this is a problem!

Its a vent hose for the Battery, as the Battery is in the car it should have a way ( the pipe ) to vent Battery gases to the outside of the car, the battery in the picture is clearly a replacement non Toyota battery.

Is there a hole in the top of your battery where the connector might fit?
