99 corolla misfire

Hi,I'm new to the group,this is my first toyota and I'm having some issues with it.

It's a 99 toyota corolla with the 1zz 1.8 engine.it has a misfire at all rpms.so far I've checked for spark....I have spark to all 4 plug wires but no fuel injector pulse to the 4th injector (closest of the drivers side U.S. version).

I check the wiring harness and i do have 12volts to the black and white wire and  have continuity from the injector harness all the way back to the ecu on the black ground wire.

 

I've tried 2 different ecu with the exact matching numbers and still same issue . I'm at a loss here.please help me lol
