Faulty TPS?

I have a 2001 Avensis with 1.8 VVT-i engine. Sometimes when driving I get a feeling that I'm getting more acceleration than requested. When in that situation I press the clutch to change gears revs shoot up to 6000-7000 rpm. They stay for a while, max. 10 seconds.

Somehow this is temperature related: it needs to be below freezing and the engine needs to be first warm and then cool down for an hour or so. After this a ten minute drive is needed to repeat the problem. The problem persist for less than 5 minutes and then it is gone for a while.

What could it be? Throttle position sensor? I can't find any mechanical problem like sticky throttle cable or pedal.
