Shudder and knocking in steering

Hi guys, I have a 2005 d4d and in the last week the steering shudders and vibrates as if it's catching when turning at low speeds. I jacked it up and tried the 3-9 and 12-6 hold on the wheels. 12-6 rock shows no play so not a bearing issue. However the 3-9 rock shows slight play, also when I actually turn the steering by the wheels I can feel it shuddering in my hands and a knock is audible. It appears to be coming from the inner tie rod. The shudder is on both sides but the knock is more audible on the passenger side. Could this be the tie rods, ball joint or cv joints worn?
