4.2 rav4 2.0 petrol rad fans on constantly help

Hi guys, 

My wife's rav is driving me round the bend,  the radiator fans are on constantly as soon as the ignition is turned on. 

I've checked the relays and all seem to be working,  I've changed the temp sensor for a new one and that made no change. 

I've checked for fault codes and since changing the temp sensor there's no other codes. 

Any suggestions as to what could be causing both fans to be running on full all the time?

Has your Rav4 got A/C or climate control, coz that would possibly kick the fans in straight away upon start up.

It does have air conditioning but it doesn't effect the fans if it's on or off.  The revs change when the aircon is engaged like it should
