G6R Corolla A/C Air conditioning radiator cooling fan spins all the time

Hi, I have a corolla G6R -98 Which the fan (11 Condenser fan blades AC) is spinning all the time. Does it mean that fan is controlled by the A / C? If not, what is giving the fan power?
The fan is started immediately when the ignition is on.

Don't have the full wiring diagram for that model, but A/C details seem far and few between,

Would suspect one of the following , in order of most likely.

Faulty A/C  Temperature Sensor.

Faulty  Fan Relay

Shorting wiring

Faulty control unit.

Done any work around the Air con / Radiators/ engine bay recently ?

Are they the  kind of things you can check ?  ...  if not you need the help of  auto electrician/air con service or Toyota service.

Usually the fan spins when air conditioning is on.

No work with or around the A / C.

Which relay controls the fan?
There are two relay and fuse boxes under the hood where it says
Fan No. 1
Fan No. 2
Fan No. 3

AC is not turned on.
I have owned the car for 3 years and it has never done so during that time until now.
