SatNav Traffic info via Sim Card

I'm trying to find a way to receive the TomTom traffic on my Mk4 Prius Business Edition Plus without a phone being in the car. Does anyone know of a device that will take a sim card and automatically connect to the Touch 2 With Go? I was wondering if something like Huawei's Road-Fi would work (https://3g.co.uk/reviews/huawei-road-fi-review)
