HID headlight adjustment 2007 Mark X Zio

I've tried several times to adjust the HID low beam headlight height on my 2007 Mark X Zio and never found the right adjusting screw (there are others).

They are located at a 45 degree angle and can't be seen from directly above, see photo.

Clockwise screw rotation raises lights.

Did you ever find the screw or other issues preventing you to adjust headlamps.  American here in Okinawa, Japan and failed inspection because the driver side head lamp is out whack.  Took it to a shop that does quick repairs and they said they headlamp wouldn’t adjust not certain how true or they just didn’t want to bother.  For all I know maybe the screw is frozen or in a difficult area to adjust
