How does the Avensis T25 1.8 petrol engine fit into this. My car is 08 but the T25 started 03 so does it comply with Euro 4 emission standards?

Manufacturers had to comply with improved emissions standards as they were introduced,  so the fact that the T25 was originally launched in 2003 won't matter. A 2008 registered car would have had to comply with Euro 4. If you want to check your particular registration however you can do it here:

Euro IV was introduced in 2006. With the exception of some cars built earlier and first registered in 2006, the majority of cars first registered during and after 2006, will be Euro IV compliant.

I can confirm that some pre 2006 cars will not have to pay the T-Charge! I did the check on our '54 plate Nissan Micra 1.4 and the result is the same as for my 2009 '58 plate Avensis 1.8 T27 -  Thank you for using the T-Charge checker. Your vehicle is not subject to the T-Charge.
