Rear Window demister

The rear demister on my Aygo is not working. The switch is on and indicating yellow. I have taken off the connectors cleaned them and replaced them. I have tested the voltage between the connectors and am getting 12.3v with the engine off and 14.2v with the engine running. Each element has electrical continuity and no detectable gaps. It is just not heating up and I really don't want to replace the whole tailgate. Any ideas. Harry
