A little help please,

Hello from the state's.
 
So I have a 1985 camry dlx 2.0L petrol motor (2s-e). Everyone here mostly has automatics, I fortunately do not. I prefer standard. ( almost forgot, I'm in California so it's the 2se-lc model; extra emissions garbage)
 
Recently I had to replace the head gasket, and I found this internal "choke". Lucky me, I get to take it back down since it leaked coolant out the exhaust. I don't have a picture of the "blades" that block half the intake chamber before the valve, but I do have some of the mechanical side near the lifters.
 
I've also purchased a service maunal recently, it has nothing about this. Any information would greatly help. Thanks so much
