Previa turbo issues, help please.

Hi all, im new here, and need some help.  

I have a 2004 Previa diesel, with the 2ltr D4D engine, the turbo blew a few months back and replaced it, but since then there seems to be an issue with the turbo control valve,when i take off the vac pipe with the filter (which runs from the actuator) it runs like a dream, but with the engine management light on, with it connected, i have no accelerator and the engine sounds as rough as a washing machine full of bricks. i have checked the internals of the valve and all seems good inside, and done a quick electrical test, and again, all seems good. i am now at a loss on what it could be. is there a relay of fuse on the other end of the cable that is plugged into it?
