Hi can anyone regas the aircon on a auris hybrid 2016.as looked and some people say they can't do it?

Probably due to the newer air con gas - HFO-1234yf - which has been a mandatory fitment within the EU since late 2013. Not all places will have upgraded, and to date the new gas has been a lot more expensive.

It shouldn't need re gassed at 2 years old.  If it's not working take it to Toyota and have them repair it under warranty.

Depends how the system has been used - if not regularly throughout the year it could have leaked.

Its on everyday and car gets used every day has 25000 on the clock.

In which case, I would get it checked by your dealer, although if it does need re-gassing, there may be a limited warranty coverage for this (some manufacturers view re-gassing as a wear and tear item and provide limited warranty cover for this type of service).
