Hi, I have a 2007 Corolla e12 with the 3ZZ-FE and I believe it has a electronic controlled throttle.

When I press the accelerator pedal all the way, the throttle percentage reads on a OBD reader as 81% and not 100%

Is this normal?

For my Corolla, if the pedal throttle percentage is at 9.7% or thereabouts then it will idle normally. But, I've never had to put the pedal down fully from idle to the floor to check this. 

Check obvious things first:

Is there any carpet or mat under the throttle pedal that may be causing this?

Does the throttle look like it's been adjusted on the bolt at the throttle cable engine side?

Thanks DeTomato for the reply.

I can now confirm that it is normal on my car.I fully pressed the throttle pedal(ignition on), then proceeded to remove the throttle air box hose and could see that the throttle was fully open.

at idle the throttle is at ~18% and fully pressed it is 81%.

DeTomato I have the newer electronic ''drive by wire'' throttle so there is no throttle cable to adjust,hence there might be a difference in percentage compared to the cable throttle.
