Strange fluid noise behind dash and slow crank speed

I have noticed whenever I turn the ignition on I get what sounds like a fluid priming sound behind the dash/centre console area. Is this just the fuel pump priming or is it perhaps the air con? Also I have noticed I have a low crank speed when turning over to start which can lead to longer turnover times. I have also noticed that it is more difficult to start on a slope where I have to press the accelerator to help it start. Any ideas what the cause of this could be. Could it be the Battery? Just to add when it does start there is no smoke and it runs fine. On a final note I have just got the car and it has been sitting for 2 months, could it perhaps just be needing the cobwebs blown off it?
