Console/dash Lights Kept On Lights

Found my Lucida last monday that the dash lights are kept on lit after I started my engine. It should turned off after everything goes off. Isolated this by removing the Battery connection while engine is up and the engine turned off. This way, I know that the alternator has a problem. The actual repair cost me Php6K here in Pasay, Manila. Didn't know that ral cause of my alternator breakdown but one suspect is the water dripping of one valve beside the air vent. I don't know what's this for and i don't want to shut it off. Could someone tell me what this valve for? Thanks
