p1229 code

Hi, I have a 2003 rav4 2litre diesel and having been having issues with a reoccurring problem. it drives fine around town but when on a bigger road and it gets into 5th gear it will go into limp mode and the mil light appears. code p1229 (fuel system over pressure) this can be reset by switching off and restarting. it doesn't happen every time but sometimes up to 4 times on my 20 minute motorway trip to work. I have had a new fuel filter, changed the scv's and run through injector cleaner when filling up on multiple occasions. I don't put supermarket fuel in either. Also fuel economy is getting worse and am only getting about 280 miles per tank now.

Main dealer are trying to say I need a new fuel pump which will cost over £1000 or an ECU again close to £1000.

Could it be the injectors need replacing or the  fuel rail? They look a nightmare to access as they are underneath the intercooler and rocker cover ( friend at work has had a look as to location). Also he says that the fuel regulator valve looks similar to his on a Honda crv but when searching internet for replacement shows a different one for the rav4. I don't want to spend thousands on a car that is not worth that much.

I'm getting to the point where I may just bin the car which would be a shame as it is fine on normal roads where 5th gear is not needed!

Any help will be much appreciated. Thanks Gary
