Anyone know what this cracked piece of plastic is/does?

Hello! I'm wondering if I could ask your help identifying what this protruding cracked plastic part is ( vertical piece of plastic with the horizontal crack at the top in the first picture)?

It's on the front passenger side under the car (2015 aygo): I've spent hours on parts websites- closest I could find was wheel arch cover/lining as it seems to be part of a large piece of plastic that also runs up the inside of the wheel arch, but none of the wheel arch liners that I could find seem to have this protruding bit attached to them :S

Would really appreciate any help/opinions!!!

Is there similar on the driver's side? my guess would be that it's for airflow management ahead of/around the wheel.
