Yaris Dashboard Lights Flicker - No key in ignition

Hey guys, 

got an issue with the yaris, its a 2011 1.3 Petrol - lately i have noticed when i switch it off the dashboard lights seem to flicker, however there is no key in the ignition, 

iv read up and quite a few people have had the same issue but nothing on how its been fixed... 

any ideas?

There is a Technical service bulletin from Toyota that sounds possible:

DESCRIPTION OF PHENOMENON Some customers may experience and report that the lights of their combination meter start to flash after the ignition is switched to OFF.

PRODUCTION CHANGE The ECO RUN Converter assy* has been improved.

REPAIR PROCEDURE Replace the ECO RUN Converter according to the Repair Manual
