are These just for cosmetic purposes or can I actually install fog lights in there? I do have a fog light setting in The car. I have a 2007 Yaris. All answers are appreciated 🙂

Those are indeed blanking covers so yes fog lights can be installed after the 'blanks' have been removed. They sell fog light kits on eBay for your model. Are you sure your fog light switch is not for the rear fog light?

Usually if front foglights are fitted, the one switch has two positions - one for front foglights and one for rear. If front foglights are not fitted, the switch has one position for rear foglights.

In that case, maybe I only have rear fog lights.. how do I tell from The symbols if it’s rear or front?

The image below shows the rear foglight symbol on the left and the front foglight symbol on the right - note the difference in the lines representing the beams

Those are blanks, you can indeed install fogs if you want. 
Your current stalk only has a setting for a rear fog which is mandatory.

You can get complete foglight kits from eBay for about 30 quid with everything included.
