2012 Yaris D4-D brake servo/vacuum pump problem

Brakes lose servo assistance after 2 presses. No leaks in pipework so changed servo (pig of as job). No change, brakes still rock hard after two applications, then taking about 8 seconds to build up vacuum again. Vacuum pump shows 25 in.hg of vacuum, immediately when not connected to servo, slowly when servo connected. Non return valve on servo works fine. Servo and pipework hold vacuum indefinitely after engine switched off. Last option will be to change vacuum pump, even though gauge shows that vacuum output is correct. Any thoughts appreciated.

it may be the static vacuum is fine but there is not enough flow, if you keep the revs up as you brake does it improve

tbf its sounds like a check valve issue

Does the turbo spool up ok ?
