Remote central locking

My avensis remote central locking is not working properly. My fob will lock the car but not unlock it,when I press unlock  even the indicators dont flash.the key will lock and unlock the car so the locking system seems ok  .I have had both fobs tested by 2 garages and they said the fobs and batteries ar ok, any suggestion please.
