Rav 4 dont star on cold morning

Hello i have a problem; 2007 2.2 d4d rav4 on cold morning start on 3 time ; extra new injector 100% evritink work but on cold morning dont start; what is the problem help tnx

Diesel heater plugs?  One or more not working efficiently.

As above or your not letting the heater light go out before cranking, if its freezing you may have to cycle the heaters twice before starting it

You can check the heater plugs with a multi meter to see which one is bad,

You can use a test light to see if power is getting to heater plugs.
