High Beams Flash

So, there's this question that is eating my brain:

In a 2003 Avensis T25, is normal that when I flash the high beams, the main beam also lights up? Shouldn't only the high beam Halogen bulb flash? (In daylight, when the main lights are off, of course)

My car has HID main beams, so I'm worried if that can cause HID ballast to go bad. The car has Bi-Xenon (yes, that was fited when replaced the original projectors for new ones) but that thing happened even before the change of the projectors.

I'm asking because the guy who changed the projectors says that it isn't normal but my brother's 2007 Avensis, also with HID does exacly the same thing.
