Avensis d4d common rail fuel pressure

Hi, my Avensis will not start when warm, it's ok in the mornings when cold, glow plugs are ok, relay changed, I had the same problem years ago with a fiat jtd and it was down to the high pressure fuel pump, I had a scanner put on and the common rail pressure when cranking is about 35 mpi(think it was mpi) and I was told it should be about 200,but it is only 40 then it does start in the morning, anyone got any ideas.

First thing I would test if the SCV on the injection pump is electically sound.   The resistance between the 2 contacts should be 2.1 Ohms.   I have heard that the injection pump can pressurise upto 200MPa but don't know if they are constantly at that pressure.  10 bar is 1 MPa, so 200 MPa is 2000 Bar that is huge if its running constantly.
