Note, on vehicles used in the UK on or after 1st January 2012 the TPMS system is part of the MOT and a "Tyre pressure monitoring system malfunctioning or obviously not working" is a Major defect and will fail MOT.

Is there any way around this plus is there a scan tool that I could get so the car will recognize a new module and what side it's on.plus is it a good idea just to take out the module and put in a new Battery yourself .those modules are really expensive

Techstream can definitely deal with TPMS programming and if you Google TPMS diagnostic tool, you should get results. Autel-MaxiTPMS-TS501-Diagnostic-Programming is a good example. There are plenty, but make sure they are compatible with your car! The standalone diagnostic tool like the Autel, will confirm the wheel with the faulty sensor. It is not cheap, but if used a few times will pay for itself. https://www.amazon.co.uk/Autel-Diagnostic-Monitoring-Programming-diagnostic/dp/B01IVG4TEC

I have never had TPMS, but have adjusted them on other cars (Ford and Mazda) for friends. The first thing is the TPMS lower limit threshold are too high. Drop them to roughly 34 psi as shown on the tyre pressure label. You could set them even lower, say 32 psi. Also if the sensors are reading correctly, your tyres are well over recommended pressures!  Sensor number 2 is so high, that it is reading the tyre as not enough, even though it is at, or exceeded the maximum recommended tyre pressure! I have tyre pressure gauges to compare with each other, so I know that the pressures are close to what they should be.
Get everything adjusted (TPMS and tyre pressures), then see what happens.

Bear in mind that the link describes action on a Rav4  prior to when the legislation took effect. Devon Aygo's post above states:
