Presumably you're fully depressing the clutch pedal and/or there is nothing interfering with the pedal - eg floor mat.

Does it make any sounds when you turn the key? You measured the Battery voltage?
Could also be a bad clutch switch.

Thanks for answering!  dexi when I insert the key and turn it until the light bulbs on the clock make a noise and it writes "charging system" to me after which it doesn't start. the Battery is new I changed 3 days ago. my question is: is it normal for me to write ,, charging system  "on the clock every time I want to start the engine?  is the clutch pushed to the maximum when I start it?  it's not from the clutch pedal or from the Battery ... please help me with other ideas ... thanks

There should be no noise (warning sounds) if the doors are closed and the seatbelt correctly buckled. I'm pretty sure the display does default to 'Charging System' when you first turn the key to the ignition position.

I assume the engine still isn't starting? in which case I think you need to seek help from either a Toyota dealer or a independent Toyota specialist.

I also assume assume you have had the car a considerable while and so you should know what is normal and what is not... or is the car a very recent acquisition with an unknown history?
