Corolla hatchback 2019 SE - Program new key

We have not been able to program a new key with this specific vehicle, all other keys are lost and Dealer (overseas) dont have the tools to program it, i was wondering if anyone here have done this on this specific model?

As far as I am aware you cannot program a new key yourself  when you had the car you should have had a small metal tag with a number on it some dealers put this metal tag in the handbook folder a Toyota main dealer should be able to obtain and program a key from this number although it does say in the handbook (uk version) if you loose both keys it could prove difficult to obtain a new key.
