What r the plus paddle and minus paddle on either side of the steering wheel?

Would help to know which Toyota model you have - eg. Yaris, Corolla, etc.  Presumably it is an automatic ?  If so the paddles enable you to make the transmission change up or down manually - ie adopt a higher or lower gear ratio.

Yeah...the model would help..and I misinterpreted the question header...surely they are the paddle shifts for gear change.?

Looks like a Camry with a CVT (maybe a US car)- have a look in your full owners manual
