Power Steering

I tow an iQ behind a motorhome on an A Frame and it has a snatch cable which is connected to the braking system so as ifvehicle should ditatch loose from the towing vehicle it would apply the brakes and brake lights via this cable operating the brakes. But I want to know I have a keyless iQ and am told that the iQ has to be in the ignition turned on for accessories i.e. radio steering lock etc. My query is that the power steering doesn't come into play until the engine has been started, therefore it doesn't release the freeness of the steering wheel to turn freely unless the engine is running which then operates the Power Steering. So with this being the case does this make the iQ untowable ???
