There isn't a separate forum for the Celsior as it was never officially sold in Europe - Toyota Owners Club is UK based. The nearest equivalent to the Celsior is the Lexus LS400, so you could have a look at the Lexus Owners Club - https://www.lexusownersclub.co.uk/
