Headlights Level

So I changed the bulbs to these MARUTA bulbs few weeks ago and I've not driven at night that much and didn't pay too much attention

I keep thinking the light level is too low, when at highest setting 0, as its below the plate of the car in front. Is it just me or is the light level correct? 

At 5m and 10m.

These are at the lights and when there's car space or so gap...

You can really judge if they are correct just by watching them projecting onto other cars on the front, I think they showed normal but the best is to check with a machine in a garage that do not test, just ask for lights check and adjustment, or download a diagram with correct measurements and draw on a wall at level ground and do checks by yourself. Sometimes my one also seems like a bit too low but it is what it is and when tested always been spot on.
