Power steering failure 2003 RAV 4.2

The power steering on the RAV failed about 10 days ago and the car was left for repair in a local garage here in Spain. A new rack and power steering pump was fitted, but they have not been able to get the system to work. When the car is revved and the steering operated the fluid just spits back into the master cylinder. The rack has been back for testing and no fault found so the garage is at a total loss to find a result. Any thoughts that I could pass on would be REALLY welcome. We have a hire car at the moment, costing a lot so need to get the beast repaired!! 250000kms now, so is it time to change the car?!!!
