...from GOV.UK

So you can actually select songs via voice activation or by pressing a button on device? As long as it’s mounted and not in your hand?

I would gather they mean don't even touch the phone but use the Google or Apple voice assistants on your phone which are linked in to a vehicles voice activation when the phone is paired & connected.

My current car I can activate the voice assistant with a press on the button on the end of the headlamp stalk.

Short press for car voice functions - a long press activates the Hey Google voice assistant on my connected Android phone.

Left a little bit open to interpretation- don’t you think?

I got some clarification for this a while back and it's not as daft as I originally thought - You can still use/touch it if it's in a secure mount of some sort, just not if it's in e.g. your lap or a loose phone tray in the car or some such. The idea is you can poke the screen with a finger without having to grasp/hold or re-orient it.

Have a look at the context - re. iPod and AUX in

More related to the ipod, the new law comes in on the 25/03/2022

- illuminating the screen

- checking the time

- checking notifications

- unlocking the device

- making, receiving, or rejecting a telephone or internet based call

- sending, receiving or uploading oral or written content

- sending, receiving or uploading a photo or video

- utilising camera, video, or sound recording functionality

- drafting any text

- accessing any stored data such as documents, books, audio files, photos, videos, films, playlists, notes or messages

- accessing an application

- accessing the internet

There's really no need to be touching a phone while driving if the vehicle has Android Auto / Apple Carplay fitted - everything you need from a phone while driving can be achieved with the voice activation & on the car infotainment display unit.

So still being able to touch a screen in effect.

If you are strictly monolingual on your phone that'll work nicely, but when you go beyond one language, most phones don't work very well with voice recognition.

My phone understands my accent far better then the car.

I don't even bother using the voice commands for the car any more it's that useless.

I find there's a 50-50 chance it will work properly if I'm driving in town, but once I'm on an A-road or motorway forget it

As long as it is a fixed device as opposed to fumbling about with a phone in your lap, yes. (this includes a phone in a cradle connected for AA/AC - which you won't actually need to touch ordinarily...)

You will note that nothing on that screen I posted talks of "touching" the device. It only speaks of holding the device. This is why many motoring organisations have talked of it being a "missed opportunity" and that it is open to interpretation. However, it is worth noting this part...

...which effectively, you could argue, gives the police carte-blanche in any given situation...
