No Heat coming into Cabin

Hi, I have a 2010 Avensis Avensis 1.8 TR VVTi with the new nose. I have dual heat controls and although as a last resort I am going to backflush the matrix. The stupid question is if you turn the fan down to the lowest setting and turn the temperature control, should you hear the actuators working as they open the flaps?

I took the car to the Toyota Dealer but they quoted me £1500 for a replacement Matrix so decided to explore all avenues first. I am an older woman but think I can flush it myself if I need to. Just wondered if it was the actuators instead. There is a little heat comes through on the passenger side and I mean a little. Just dont want to spend over £1500 to get a matrix fitted.
