Rav4.2 d4d low power below 3.2k

I have a rav4.2 d4d I inherited from a family member and it doesn't have any power below 3.2k ish then when it gets to there it pulls like a train.

I have replaced the scv and also changed to a brand new denso maf with the same part number that was on it, but also bought a second hand Toyota one off a rav4 d4d and same issues.

Problem is that if I unplug the MAF then it drives like it should, I don't really want to Shell out another £100 or so for another MAF if there is another simple fix.

It doesn't make me think it's the turbo as the actuator moves about 20mm by hand and comes on strong with the maf unplugged.

I have tried disconnecting the Battery for about 30 minutes then re connecting and taking it for a drive but same issues.

Next step is a fuel filter for price of mind and just standard practice.

Anyone help?
