If you can show it produces 0.08g/km of NOx or less, e.g. from a CoC, or get a recognized official test done, you can present that data to TfL and they will exempt it from ULEZ.

A lot of bikers managed to get their vintage bikes exempted doing this.

it's not that simple for cars, one hand, doesn't know what the other is doing, getting a CoC out of Japan on a car is difficult

Emissions have to be done by a lab, last time I looked that was £2k+, but there are models that have had a profile made on import effectively batch approval
