No power on AC switch? Two 10A fuses next to OBD port and 7.5A fuse in engine bay all work

Does anyone have idea why there is no power light and air blowing after switching on the AC button and air flow speed on 2010 RAV4? Even if AC is not cold, some air blow would help on hot summer during storm. I checked both 10A fuses next to OBD port, the 7.5A AC fuse in engine, they are good.

No idea of the way the systems you’ve got operates but I’d be fairly sure there would be some fail safe sensors that might have been triggered to prevent operation, even the blowers.
