Cigarette Lighter Fuse?

Could someone help me locate where I could find this fuse? My Rav is a 2007 XT3 diesel.

In my owners manual it says that the fuse is in position 21 and is a 15 amp fuse but what it doesn't tell you is where the fuse box is positioned.

I have looked all around the steering column and there's nothing there. TIA
