Seems to be a Toyota US initiative rather than Toyota Europe.

The question, are UK customers eligible for this? 

The UK & Europe are completely different to the US market.

For example, EU rules state that E call ( the SOS button ) has to be fitted & be free for the life of the vehicle without any user subscription or payment. 

US customers have to agree to subscribe to the safety connect which is included in this new 10 year connected services announcement. 

Before the announcement once the free years trial period ran out US customers lost access to there safety connect coverage unless they paid an extra subscription for it.

Regarding 'EU rules state...'  , the UK is not in the EU, wonder of that makes any difference ?

However, for cars the UK has carried over a lot of EU legislation (eg. AVAS, etc).

Not to the UK regarding vehicle safety as the vehicle manufacturers are not going to make a special UK spec regarding safety equipment.

@bZ4X Toyota finally answered your question in the comments page but not directly. 

The bZ4X doesn’t have a WIFI hotspot. However, the multimedia unit has its own internet source that powers the Cloud Navigation and Over-the-Air updates.

This Cloud Navigation is part of the SMART subscription, which is free for the first 4 years.
