Faulty recall work?

My 2016 Avensis 2.0 d4d with 2WW engine has just has its first service since it had both manifolds and intercooler system dismantled and replaced. The dealer says that the engine has developed an oil leak behind the turbo. Unfortunately the Toyota dealer who carried out the work has gave up the Toyota franchise and its now a new dealer. I mentioned to them that I felt that this must be linked to the recall work work as the rear of the engine is dismantled during the work. Anybody out there had this issue? they also say that the engine is noisy!! and could be the alternator pulley! they are quoting a diagnostic fee of £117.00 to check this. Is this the new fee that Toyota dealers are now charging. They also want an additional fee of £117.00 to check the source of the oil leak!

Diagnostic fees are a way dealers cover their costs in the event they cannot find a fault or the fault isn't a warranty issue. Not just Toyota dealers who do this - most dealers regardless of marque do. 

For example our first Hyundai i20 developed a clutch judder when it was 3 years old. Dealership informed us of the diagnostic fee when the car was booked in. The rear main oil seal had  leaked onto the clutch, and was covered under the warranty - no diagnostic fee.

If they find a problem and you action the repair they suggest, they usually waive the diagnostic fee.

But yeah it's hard to know what to do in these situations.

If it makes you feel any better, my dealer's diagnostic fee is £150!

The recall work affected EGR Cooler and EGR valve with the possibility the intake manifold needed replacement neither the exhaust manifold nor Turbo are touched so any issue of leak on the turbo would not be connected to the recall.

Did you service the car with Toyota in the last 12 months and what was the mileage as there may be a service activated warranty in place if you did, which may cover the potential failure ?
